Google has recently changed its policy - now domain admin have to verify and install the Gsuite app first so that different users can give permission.

To install this, The Gsuite admin can go to https://workspace.google.com/marketplace/app/recruiterflow/534998870642 and then install this app. Once the app is installed on the domain, individual users can give permission.
