Off-Limits is the highest-priority status banner and marks a candidate as restricted from active outreach or submission.
To add: only admins can add an Off-Limit flag, from the three-dot menu.
To remove: also admin-only, from the Off-Limits banner detail drawer.
Things to know:
Any user with view access can see that a profile is off-limits and view the detail, even though only admins can add or remove it.
Off-Limits takes visual priority over Snoozed and Locked when multiple statuses are active.
